 March 4, 2008 Preliminary notes: A Conditional Use Permit has been given to Industrial Communications for the construction of a telecommunication tower.
 February 5, 2008 Public Hearing

Proposed communications tower to be located on Route #110 in farm and forest zone.

James George, representing Industrial Communications, gave a presentation describing the location of the proposed tower. The tower will be 195 feet high. The facility will be enclosed by fencing . The access road and result of the balloon test were discussed. Four our five carriers can be located on the tower. Local fire and police departments can be accommodated.
The road in to the tower will be gated about 30 feet off Route #110. Hikers will be welcome. There was a discussion as to what effects, if any, there would be to local birds and wildlife.
Questions were asked as to whether Industrial Communication already had customers for their services. It was explained that cellular carriers usually do not commit until the tower is actually available. The tower will be used for two-way radio.

There was discussion as to how many towers would be necessary to serve the community.
When questioned, Don Cote, the developer said the another balloon test would be possible as the public needs to be better informed as to the visual effects of the proposed tower. The suggestion was mad that the test be held Feb. 29, Mar1, or Mar.2, depending on the weather conditions. A stake will be placed at the site so that people will be informed as to exactly where the tower will be placed. The date planned is Friday, Feb. at 10:00am weather permitting.
There will be another public hearing on this conditional use on March 4th prior to the regular planning board meeting.

December 4, 2007

Meeting called to order at 7:05 pm.
Jim George appeared before the Board representing Industrial Communications, a developer for cellular carriers-seeking conditional use permit for communication tower. They have identified a location for development in Newfield. This is on the Moulton property off Route 11. They will be buying approximately 9 acres of the property. As currently planned, some extra land must be purchased or other arrangements made as setback is not sufficient.
Planned utility tower will be 195 ft. They will build large and strong enough a tower so that several carriers will be able to be serviced. There will be a gated, chain link fence. It was brought up that an old cemetery exists close to the proposed sight. This will be investigated. If necessary, the tower will be moved so that it's fall zone would not include the cemetery. In the event of abandonment, Industrial Communications would be responsible for removing the tower and restoring the area. The Board voted not to waive the fall-zone requirements. There will be a site walk and a balloon test. Mr George will look into making arrangements with the Winn's regarding either purchase or easement of the area needed to meet fall-zone requirements.
RE: Map 22, Lot 5.1A
Chad and Nicole Humphrey appeared before the board seeking application for conditional use permit for light machine shop. They are currently operating in Limerick. Plan 5,00 sq ft structure of one story, vinyl of wood sided. Mr. Humphery had contacted CMP. They expect little or no noise and environmentally friendly. Have DOT entrance permit. Not much traffic expected and no outside storage. Hours of operation 7:00 am - 5:00pm , Monday - Thursday and Saturday. A public hearing will be held on January 8, 2008 prior to the board meeting.

November 6, 2007

  • Minutes read and accepted for Oct Meeting.
  • Changes were suggested and discussed regarding conditional use permits as well as applications that have been pending for sometime.
  • Suggested changes as follows: Abandoned Conditional Use Permits- A conditional use permit shall expire if there as been in-activity for 2 years unless activity can be shown by tax returns, licenses, permits ect. This was suggested to be placed in the Land Use and Zoning Ordinance manual under Article 7 Section 7 as B.
  • Expiration of Application- The application process will be terminated after 6 month of in-activity or lack of communication with the Planning Board with all application fess and other expenditures non-refunded. This was suggested to be placed in the Land Use and Zoning Ordinance manual Article 7 after Section C as Section D. Plans were made to attend the next Selectman's meeting to discuss these issues. There was also a desire for a budget analysis to be presented monthly.
  • Plans to begin Gravel extraction soon.
